Louis, a 45-year-old Black man from Muskogee, Oklahoma, has been named as a niece of the Tulsa mass gunman who killed four people before turning the gun on himself at a medical building near Saint Francis hospital on Wednesday evening. According to a Muskogee law enforcement officer, he also goes by the name Michael Louis.
The niece, who did not want to be identified, said to the Daily Beast that her uncle left a message outlining the purpose of the Tulsa massacre, in which five people were murdered, including the shooter, and several more were injured. Despite this, she claims that officials have not given her the details of the memo.
“Tulsa Police called me and verified that it’s my uncle,” she texted Thursday morning. “We are so distraught.”

The gunman had recently undergone back surgery, according to Tulsa Police Chief Wendell Franklin, who spoke with CBS News, and had contacted the clinic multiple times complaining of pain. The procedure was conducted by Dr. Preston.
“We have also found a letter on the suspect which made it clear that he came in with the intent to kill Dr. Phillips and anyone who got in his way,” Franklin said. “He blamed Dr. Phillips for the ongoing pain following the surgery.”
“It’s just so shocking. Like, if he had killed himself, okay. But those innocent people, that’s what I’m hurting about,” Louis’ niece said about the Tulsa shooting.
“This is really crazy. Like, this is shocking… No one in our family, like nobody in our family, has this type of behavior. No one,” the niece had said.
According to City Councilor Jayme Fowler, the shooter entered the Natalie Medical Building at Saint Francis “searching for a Dr. Phillips.” In the second story, he began shooting people.
It’s worth noting that open carrying a rifle in Oklahoma is legal unless it’s used to kill someone. There are no red flag legislation in Oklahoma, and there are no waiting periods after purchasing a gun. In fact, Oklahoma has an anti-red flag statute that prevents any laws that might address the problem from being passed.
