Oulanyah served as a lecturer at the center just after his graduation. He first entered politics in 2001, when he ran for the Omoro County parliamentary seat and won. He was defeated in his campaign for re-election in 2006 as a UPC candidate.
He left the UPC in July 2006 and joined the ruling National Resistance Movement. He was the chairman of the panel of investigation into the disputed Kisekka sublease in 2008. Oulanyah was elected to represent Omoro County in the Ninth Parliament, then in Gulu District, on the NRM platform, in March 2011. On May 19, 2011, he was elected as the Deputy Speaker of Parliament.
On May 19, 2016, Oulanyah was re-elected as Deputy Speaker of Parliament. In a competition on May 24, 2021, Jacob Oulanyah was elected Speaker of Parliament. He is the current Speaker of the National Assembly.
