A 50-year-old local man, Richard Allen has been charged in connection with the 2017 Delphi murders, marking the first step toward justice for Libby German and Abby Williams, who were brutally murdered more than five years ago.

Superintendent Douglas Carter of the Indiana State Police, who was visibly upset following the arrest, remarked, “Peace came over me — and I didn’t expect it to happen.” Carter pledged to hold anyone else accountable and expressed his hope that Allen’s arrest would bring the families “some solace in this confusing world.”
Carter stated, “Today is hardly a day to celebrate, but the arrest of Delphi resident Richard M. Allen on two charges of murder is unquestionably a big step toward the resolution of this lengthy and complex investigation. Carter stated that despite the arrest, officials will still take a “methodical and committed approach” and that the case is “far from over.” He declared, “We are going to keep taking a very thorough and dedicated approach to make sure that if any other person had any connection in these murders in any manner, that person or people will be held accountable.”
As long as the case is open, Carter urged the public to continue providing tips. Investigators are looking for information “not only about Richard Allen but about any other person you may have,” the ISP superintendent stated. Nicholas McLeland, the prosecutor for Carroll County, declined to go into further detail regarding whether or not more individuals are being sought.
Temporarily Sealed
The probable cause affidavit for Allen’s detention and subsequent charges is “temporarily sealed,” according to ISP and McLeland. McLeland stated, “According to the court order, we cannot discuss the evidence that is in the probable cause” affidavit.
When asked how the news of Allen’s imprisonment affected the family, Carter responded, “It was a very sad yet a very humbling event.” Allen has entered a not-guilty plea and is being held without bond in the White County Jail, according to the authorities. Dates for the pre-trial and trial have been set for January 13, 2023, and March 20, 2023, respectively.
