Judge Shakoor serves as a Facilitator, Mediator, Special Master, and Arbitrator in various business, insurance, contract, and other disputes by appointment of the Federal District Court, Michigan Supreme Court, and various Circuit Courts, as well as by selection of numerous attorneys.

Judge Shakoor was appointed as the Deputy Mayor and Chief Administrative Officer for the City of Detroit from 1989 to 1993 by then-Mayor, Coleman A. Young. Prior to his return to private practice, he was known for major criminal justice initiatives that have been adopted by state and federal corrections personnel. Judge Shakoor is involved in all aspects of probate and civil litigation, employment and labor law, government relations, real estate law, and business and insurance law. Additionally, Judge Shakoor has taught Business Law, Criminal Justice, and other courses at the Wayne County Community College District since 1971.
